Fan Ning has served in Hospital Authority for more than 20 years and is now an Associate Consultant of Surgical Department, Yan Chai Hospital. Since 2005, he has been deployed to various countries affected by war or natural disaster as a humanitarian worker. He was the President of Medecins Sans Frontieres (Hong Kong Office) between 2008 to 2013 and received the Hong Kong Humanity Award in 2009. As health inequity is also evident in Hong Kong, Fan Ning set up Health In Action in 2011 to serve local working poor families and ethnic minorities. He drives the community health model forward by adopting the strategy of a service-research-advocacy cycle. In recent years, Fan Ning is also concerned about the vast gap in end-of-life service in the community. He set up another NGO, Forget Thee Not, to promote advance directive and home death using the model of life management and empowerment. He was elected, respectively, as members of HKCSS Standing Committee on Policy Research and Advocacy as well as HKCSS Specialized Committee on Family and Community Service in 2017. He is also an Honorary Clinical Assistant Professor at CUHK, mentor of the Jockey Club School of Public Health and Primary Care at CUHK, and Elite Mentor of MBA program at CUHK.

Recently, he has started to use the video consultation to serve the community and has achieved good results.
