The leadership of HKTA is based on Administrative Panel and Professional Panel.

The Administrative Panel (AP) comprised of councilors of HKTA. The AP has regular meetings to make strategic decision on service of the HKTA and public policy.

The Professional Panel comprised delegates from the field of medicine and information technology. Medical expertise evaluates the needs of medical field to decide whether information technology resources can truly improve the service of medical practice. Information technology expertise assesses the feasibility of application of technology on medical field. Submitted projects or resources from members have to be approved by this Panel before gaining support from HKTA.

Dr. Tong graduated from The University of Hong Kong and received post-graduate training in the same University. He is a surgeon specialized in foregut disorders such as esophageal and gastric cancers; metabolic, bariatric and interventional treatments for obesity and metabolic diseases; he also performs surgical treatments for foregut functional disorders including laparoscopic fundoplication for gastroesophageal reflux disease; endoscopic interventional therapy is another area of his expertise such as endoscopic submucosal dissection for early neoplastic lesion at foregut and per oral endoscopic myotomy for achalasia. Dr. Tong is enthusiastic to enhance quality of health care in Hong Kong. The health care system in Hong Kong is facing formidable challenges. Dr. Tong and associates founded the Hong Kong Telemedicine aiming at summon expertise interested in using innovative technology to improve the medical care thus the health care system in Hong Kong.
